A 20-year-old man is being held without bond in the Prince William-Manassas regional jail on charges connected to a break-in at a Manassas apartment on Wednesday, police said.
Moises Argueta, of no fixed address, was charged with burglary. He is scheduled to appear in court Aug. 25.
A 45-year-old woman reported she saw a man inside her apartment in the 8300 block of Buttress Lane when return-ing home from walking her dogs at about 8:17 a.m, police said.
The woman stepped back into the hallway of the apartment building and began screaming for someone to call po-lice, said Sgt. Tim Neumann, police spokesman.
A neighbor heard the screams and called police, and the burglar fled from the scene, police said.
After officers searched the area and found no one, a description of the burglar was sent to Prince William County and Manassas Park police.
At 2:30 p.m., Manassas Park police arrested a man for allegedly trespassing on railroad tracks, Manassas police stated in a news release.
The man fit the description of the burglar from earlier, Neumann said.
Property believed to have belonged to the woman was allegedly found on him, police said.
Police said the woman left her front door unlocked when she left for the walk.

I hope this woman has learned two very important lessons from this incident.
First of all doors should always be locked. There are no exceptions to this golden rule.
Secondly carry a cell phone wherever you go. Phones can be used to dial 911 even though you have no service with a carrier, so get an old phone from someone and you can have free emergency help. She is very lucky someone was home, heard her cries and decided to get involved, unfortunately many people do not have these three life supporting elements fall into place.
Many people do not take their safety or the security of their property very seriously. Everyone I see on interviewed on TV makes some comment such as; this is such a nice neighborhood, this has never happened before etc. There is no such thing as a safe neighborhood.
Learn from these reports and stay alert to your surroundings. Good Luck to everyone
