A 23-year-old native of Peru was charged with rape following a police investigation into a Tuesday evening incident, Prince William County police said.

Julio Cesar Huaman-Usca, of the 9500 block of Lomond Drive in the Manassas area, was charged with rape and aggravated sexual battery, said 1st Sgt. Kim Chinn, police spokeswoman.

Police said Huaman-Usca is accusedof raping a 4—year-old girl, who police said is a distant relative of his, while babysitting the girl and her sister.

The parents of the girl contacted police immediately after learning of the incident, Chinn said.

A U.S. Immigration and Customs Enforcement detainer has been placed on Huaman-Usca, who is being held without bond at the Prince William-Manassas regional jail.

Seriously, American citizens commit crimes just as bad or worse than the one this guy did, it just doesn’t get the attention because they’re here legally. The victim is a FOUR YEAR OLD who was RAPED!!! I have yet to hear anyone even MENTION her or the pain and suffering her parents (regardless of immigration status) her parents must be going through.

No matter where someone was born, we are ALL still human, and we must all still deal with criminals and the victims they leave behind them…

Have some sympathy for the family. GEEZ!!!

Crime is a way of life in those countries.  Apparently you have not checked on US prison population.  Ah yes, we lead the world. Are we putting innocent citizens in jail/prison? Or is your allegation just a lot of B. S.?

Once again, another crime of this nature commited by a person who is not suppose to be in the country. People who back illegal immigrants like “La Raza” will tell us that a few people have to be taken advantage of to let people here illegaly stay. I just pray my children aren’t the next to have to pay. Remeber, where most illegals are from, crime is a way of life and do you really think they’ll change because they entered the U.S.?

What the heck is wrong with these people.  Immigrant or otherwise.  I have three girls and he would not make it into custody if the girl was my daughter.

Again “our” FAMILIES are at the mercy of ILLEGALS and their Anchor Babies being murdered, raped, infected with disease, or robbed. But NOT to worry the Chamber of Commerce will get their “cheap labor” increasing “their privatized” PROFITS, thanks to Bush and the Congressional Leadership!!
