Prince William County police have filed charges against the 21-year-old man and 14-year-old boy who were involved in a wreck in the 5100 block of Davis Ford Road on the night of July 20.

The collision occurred around 9 p.m. in the Buckhall area when a 1992 Suzuki GSX-R motorcycle rear-ended a bicycle, which was traveling in the center of the northbound lane, Prince William County police said.

The 21-year-old, identified as Richard Stroud Loveland II of 11740 Bacon Race Road, was charged with reckless driving, said Officer Erika Hernandez, police spokeswoman. He was released on a summons, but his court date was not available.

The 14-year-old, whose name was not released because he is a minor, was charged with riding without a helmet, having no lighting device on the front and rear of the bicycle and not staying to the right part of the lane, police said.

His case will not go to court and will be handled by juvenile intake, Hernandez said.

Youth 14 and under are required by Virginia Code to wear a helmet when bicycling and any bike on the road between sunset and sunrise is required to have a front white headlight and a red taillight. The boy's bicycle only had reflectors, police said.

The teen and the man were both flown to Inova Fairfax Hospital with non-life threatening injuries the night of the collision.

Police reported that the bicyclist sustained a minor head injury and the motorcyclist sustained a broken collarbone and a minor head injury.
