Early afternoon I95 traffic crawls

DUMFRIES--Interstate 95 HOV traffic beginning at the weigh station in Dumfries traffic is stop and go.
Nearby in Dale City the regular lanes are backed up and the merge with HOV at Va. 234 is jammed.
A disabled motorist was seen at the end of the HOV lanes.
Interstate 95 northbound is also crawling between the 149 and 151 mile markers.
