Drilling bill? Don’t be fooled

Tuesday night, House Democrats passed what Reuters called a “bill allowing offshore drilling.”  Don’t be fooled by the headlines. This bill is a last-ditch attempt to stop offshore drilling, while pretending to
support drilling to insulate members of the Democratic caucus from the outrage of the American people.

The truth is the offshore drilling ban expires on Sept. 30. If Congress does nothing at all, offshore drilling will be a reality in two short weeks. As Reuters reports, “With the moratorium facing expiration on
September 30 and voter sentiment changing, Democrats supported repealing the ban as part of a larger energy package.” Why vote to “repeal the ban” if the ban is expiring? The answer is that the
Democrats’ bill, rather than “repealing the ban,” strengthens it.

In July, with oil prices at almost $150 a barrel, House Majority Leader Nancy Pelosi called offshore drilling “a hoax. It will neither reduce gas prices nor increase energy independence.” But now, with oil
around $90 a barrel, we are supposed to believe Pelosi thinks offshore drilling is a great idea? No — but she’ll lose Democratic seats if they don’t pretend to allow drilling.

The bill just passed bans all drilling within 50 miles of the coast, where the Interior Department says almost 88 percent of the 18 billion barrels of offshore oil is located. The bill lifts the ban on areas
beyond 100 miles, where there are almost no known reserves.

It allows states to decide on drilling between 50-100 miles, but cuts them out of all revenue. Without any economic incentive, there’s really no reason for states to vote for drilling off their shores — which
is of course what the Democrats really want — no drilling.

Virginia lawmakers were hoping to open our waters to drilling and use the revenue to fund transportation projects. But the Democrats’ bill denies us any money from our offshore resources. Unfortunately,
the state’s three Democratic house members voted to forfeit this money.

The way this “energy bill” was prepared is shameful. Two years after the Democrats took control of Washington by decrying backroom deals and promising a new openness and bipartisanship, they
presented this 300-page bill on Monday night, with the vote scheduled 24 hours later. The bill skipped the normal hearings. The Democrats also banned all amendments, presenting a take-it-or-leave-it bill
written in secret with little chance for review.

The bill includes pork spending, punitive taxes on the companies that provide oil, and meddlesome new rules requiring most gas stations to add unproven and possibly unneeded “alternate energy” pumps.
It guarantees large increases in our electric bills, by requiring our electric companies to build expensive new “alternative energy” plants using solar or wind energy.

Since these sources of energy are intermittent, companies will need backup facilities, meaning building expensive extra power plants. Nuclear energy would achieve better results and be more reliable,
but the bill doesn’t count nuclear as “alternative” energy even though it is non-polluting, doesn’t contribute to global warming, and cuts our dependence on foreign energy supplies.

The Democrats are scrambling to save themselves in the face of polls that show that Americans favor drilling our own oil rather than paying foreign countries for it. Unfortunately, their bill is a laughable
election ploy which will do nothing to provide more energy for America. They claim it opens millions of acres for drilling — but that only helps if you can drill where the oil is.

Oil prices have come down considerably in the past two months since President Bush lifted the executive ban on drilling. Contrary to the Democrats’ assertions, just knowing there are more supplies
coming in the future makes a big difference.

Two years after they took control of Congress, it is time to judge the Democrats on what has happened in this country. Financial turmoil, rising unemployment, a growing deficit, soaring gas prices,
increased dependence on foreign oil — these are the accomplishments the Democrats want us to forget. This no-drill bill is their latest attempt to hide what they have done.

While Virginia’s Democratic representatives gave away the farm, Virginia’s Republican representatives stood firm for us. Now we should let the current ban expire. Then we can pass a sensible bill that
allows Virginia to develop its oil and gas resources and reap the benefits, while reducing the money we send to Venezuela and the Middle East.

These are the accomplishments of the Republican Party, whose 30 year mission has been to gut all government oversight and regulations built mostly by Democrats starting in 1929 - the last time Republican mismanagement led to a financial meltdown.

The Republican Party deregulated the S&L;Industry in the mid-1980s, which led to the S&L;Meltdown and Keating Five Scandal.  Republicans deregulated the energy industry, which resulted in the ENRON collapse and 33 rolling blackouts in California with $11 billion in debt directly related to ENRON energy price manipulation.  Republicans deregulated the financial markets in 1999 which is directly linked to our current financial meltdowns.

Dr. Howard Dean, Chairman of the DNC, frequently states “You can’t trust Republicans with our money.“  As with so much else, he is exactly right.  The three things in common all the deregulation has is:

1.  It’s always driven by Republican politicians.

2.  Friends of Republican politicians profit handsomely every time.

3.  Middle-class taxpayers are stuck with the bill.

It’s also been Republicans who successfully block all attempts at funding alternate energy research and development, putting us in the position of being dependent on foreign oil, imported by US companies who are led by friends of Republican politicians. 

I think its past time to give Democrats a chance.  After all, they are the ones who straightened out the country last time the Republicans bollixed us up.

Why didn’t the Republicans give away the drilling rights during the 12 years they were in control of the Congress (8 years of which the they have also been in control of the White House)? Not only did they not give away drilling rights, they have done nothing, whatsoever to help us achieve energy independence or address global warming (do the Republicans believe in global warming yet)?

Nothing. They have done nothing. Our vehicle mileage standards among the lowest in the world and we have no plan whatsoever for the future. Where are the alternative energy programs? Why is it that Germany has energized and mobilized their energy program and are now the world’s leaders in solar power? Where is the investment in public transportation? How about tax breaks for business that switch to alternative energy sources? Why can’t struggling solar power providers get tax cuts and subsidies like Exxon?

They’ve done nothing. And now that we’re a dozen years down the road, and nothing has been done, they’re desperately trying to blame this on the Democrats who have been in control of Congress for less than two years and who must contend with partisan Republicans who are doing everything they can to undercut every positive thing the Democrats are trying to achieve (and blame the inaction of Congress on the Democrats as well). 

But back to drilling. Isn’t it interesting that just as gasoline prices are regularly jumping above $4/gallon, suddenly the big oil companies are squirming with greed to tap that free oil (that belongs to all of us but we’ll have to pay market prices for anyway) and make the obscene profits of the Bush years seem like chump change. They’ve bought the Republicans (and face it, a lot of Democrats as well) and it’s time for for the favors to be returned. And with brothers George W and Dick at the helm (at least for another four months) they’re likely to get what they want.

This push for drilling is not a solution to our energy independence or global warming. It’s a money grab!

The differences between the Republicans and Democrats couldn’t be clearer on the issue of energy. What did we JUST hear at the conventions? We heard the Democrats talk about addressing global warming and reviving our economy by growing alternative energy technology. A week later we were treated to a convention full of Republicans waving signs and chanting “Drill Now, Drill Now”.

The Republicans chose to spend their time in power focusing their energy and our tax dollars on waging unnecessary war, giving tax cuts to corporations and the wealthiest Americans, flowing huge rivers of tax dollars into subsidies for the oil companies. And what do we have to show for eight years of Republican leadership? An $11,000,000,000,000 debt, and exhausted military, veterans abandoned and ignored, war, death, pollution, destruction, domestic surveillance, torture, fear, a broken economy and to the very brink of a global financial disaster not seen since the great depression!

The choice this November couldn’t be clearer. Elect McCain and we’ll keep on getting more of the same: Subsidies and tax breaks to oil companies making obscene profits at our expense laughing all the way to the bank. Elect Obama and we’ll take whatever shambles are left of the economy and invest it in programs that will truly move us towards energy independence.
