Public Notice – Environmental Permit PURPOSE OF NOTICE: To seek public comment on a modified program proposal submitted to the Department of Environmental Quality to control industrial wastewater before it enters the sanitary sewer system in Prince William County, Virginia. PUBLIC COMMENT PERIOD: April 23, 2021 to May 28, 2021. PROGRAM NAME: Publicly Owned Treatment Works Pretreatment Program. APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Prince William County Service Authority, H.L. Mooney Wastewater Treatment Works, P.O. Box 2266, Woodbridge, VA 22195, VA0025101. PROPOSAL DESCRIPTION: Prince William County Service Authority, H.L. Mooney Wastewater Treatment Works has requested approval from DEQ of a modification to a pretreatment program for industrial dischargers. Industrial participants in this program must reduce contaminants in wastewater before releasing it to the sanitary sewer system. These modifications include less stringent local limits for arsenic, beryllium, chromium, lead, mercury and zinc while proposing more stringent local limits for cadmium, molybdenum, nickel, selenium, silver and cyanide. The modification also includes the addition of local limits for vanadium and retaining the current local limit for copper. These changes are based on technical data gathered and analyzed utilizing approved USEPA procedures designed to be protective of water quality and national pretreatment program objectives. This program reevaluation supports the proposed numerical limits. The applicant holds a Virginia Pollutant Discharge Elimination System permit, under the authority of the State Water Control Board, and releases treated wastewaters into Neabsco Creek in Prince William County. The request for modification to the pretreatment program will be approved without further public notice if no substantive comments are received within the specified comment period listed above. HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: DEQ accepts comments and requests for public hearing by hand-delivery, email or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. DEQ must receive hand-delivery and postal mail by close of business and email and fax comments by 11:59 p.m. on the last day of the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) The reason why a public hearing is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requester, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. DEQ may hold a public hearing, including another comment period, if public response is significant and there are substantial, disputed issues relevant to the permit.
